We encourage you to download the Concept Proposal template (below) and complete the document offline. When ready, copy and paste each section into it's appropriate field in the online Application Submission Form and submit the application.
You must review and agree to the language included in the Data Use Agreement (below) by signing and submitting along with your concept proposal. Applications without the Data Use Agreement will be considered incomplete.
